Manhunt ends with arrest at Elyria hideout

ELYRIA — A three-week manhunt for a man who police say shot 23-year-old Justin Lee in Lakewood on Sept. 25 ended in Elyria during an early-morning raid Tuesday by U.S. marshalls.

Francisco L. Rodriguez, 28, of Lakewood, was arrested on charges of attempted aggravated murder about 6:20 a.m. at a Melvyn Avenue residence, according to Deputy U.S. Marshall David Silar of the Northern Ohio Violent Fugitive Task Force.

Rodriguez is accused of shooting Lee four times in the torso and once in the elbow with a 9 mm handgun in a Detroit Avenue parking lot, said Capt. Ed Hassing of the Lakewood police.

Lee is still alive but in critical condition, Hassing said.

Rodriguez was found hiding at the home of Rebecca Flowers, 26, who had a warrant for felony drug charges in Richmond County, Silar said.

No drugs were found in Rodriguez’s or Flowers’ possession Tuesday, Hassing said.

Rodriquez was being held at Lakewood City Jail on Tuesday, and Flowers was in the county jail without bond.
