Indicted Lorain cops back on payroll

LORAIN — Two Lorain police officers suspended without pay for the past two months will be back on the city’s payroll today, and the city is trying to figure out what to do with them.
Officers Stanley Marrero and Jesus Sanchez, who both are under indictment, could be suspended without pay for only two months under state law.
“The (Ohio Revised Code) section that allowed us to place them on unpaid leave limits us to two months,” said Lorain Safety Director Phil Dore. “Whether we like it or not, they had to be placed on paid status.”
Marrero and Sanchez both had been suspended with pay since last year, when they were indicted on unrelated charges. The city placed them on unpaid leave April 30.
Marrero is charged with theft in office, menacing by stalking, intimidation of a witness, public indecency and dereliction of duty. He is accused of having sex with women while on duty and of failing to separate two women who were fighting over him.
Sanchez is charged with menacing by stalking for allegedly stalking a woman and trying to get sexual favors from her while on duty.
Sanchez has provided a signed affidavit in a sexual harassment lawsuit brought by the woman against the department as part of a settlement agreement.
Sanchez wrote in his affidavit that the department had an unofficial policy of ignoring sexually aggressive behavior by its officers.
The affidavit also accused several other officers of sexual misconduct while on duty.
Dore said he plans on meeting with Police Chief Cel Rivera and the city’s Law Department today to discuss whether the city should put the pair back to work while they await trial.
No matter what the decision, he said, neither will be on the road. But he also said the city can’t put them to work “mopping the floors,” either.
“It can’t be deemed as a disciplinary move,” Dore said. “Whatever we employ them to do has to be a job-related function. If we’re going to pay them, we’re going to work them.”
Marrero will again be paid $2,010 every two weeks, while Sanchez will earn $2,036 per pay period.
Dore said the city knew all along the men would be reinstated after two months of unpaid leave but suspended them anyway to save more than $20,000.
“It was in the best interest of the community to save that money,” he said. “It’s in the best interest that we don’t pay them, but unfortunately, we have to.”

It would be interesting to have all the regulars who have been posting on this subject (Lorain Police Dept) for what seems like forever, and put them in a locked conference room and not let them out until they have all kissed and made up.

I am so happy, the chief spoke up for Kusnir and showed how immoral Flores is. The Chief has always been my beacon morally, and I wish Flores had spoken to Cel and emulated what he has taught me in my experiences with him as a boss. I am so glad the chief pointed out Flore’s moral flaws and talks to him, and put’s him on the right path of morality. God Bless Chief!! I still admire you, and always will!!!
If only the Lorain cops like Emilio, Toothman, Stanley, Jack, and Sanchez had followed what the Chief had taught me about be a good moral public servant, instead of philandering and doing egregious actions morally, they would not be in the situation they are in today.

Are you crazy putting the word moral and cel rivera in the same sentence? I don’t think that having an affair and living with this person and still married to another is anything like a moral person. It is clearly a case of immorality. He is a shameful person.

I am so thankful I don’t live in Lorain. What a disgrace. There are so many problems with council, the police department and the schools to name a few. I have been reading the Chronicle on line for awhile now and occasionally read some of these posts. I have only posted recently because of being particularly annoyed by some the happenings. I agree with maerd that all of you regulars should get together privately. Most of you seem to know each other and have your own agendas and vendettas. The Jerry Springer comment is so appropriate. I get a headache just reading an individual post, let alone a whole strand because most of you apparently haven’t invested in a dictionary and don’t know how to use punctuation. I’d like to know what the attraction is in everyone that caused all of this mess.

there are other forms of justice more suitable for cases such as these. there was a time when a person decided to be his own judge and jury. its obvious that many of you are cops and family. i hope that you read me.put yourself in the shoes of a loving husband whose wife has been physically violated by one of you freaks. imagine the sleepless nights youll endure while your better half kicks and screams in nightmare state. consider what it must feel like to know that you can no longer be the protector of your own home. then envision the rage of a man commited to making you pay for your vicious actions. at least take responsibility for your actions. except that one way or another you will be judged. your badge isnt big enough to hide behind, and when they made your weapon; they continued to make them. life seems to have a courtroom of its own. its best that you take your chances in a court of law. serve and protect. serve yourself and protect yourself? perhaps we should all live by those rules. appears to be legal. i often imagine that youve suddenly fallen asleep and awakened in hell. my hell not yours. when you parish my home will finally be at rest. i can go back to sleeping at night. my justice will allow my children to roam freely. maybe we can catch some rays, or play some ball. this all seems impossible with you predators on the loose. i often wonder if your own wives and children are safe from you, your comrades, or justice. you seem to shake your crimes off as though theyre not crimes; but justice will find you. you should become a wallfly,and visit the women and children whose lives you have destroyed. then lay down and wait for the swatter hoping that your sacrifice is righteous enough in gods eyes that your children may be spared from the fate of reaping what you have sewn. an eye 4 an eye; a tooth 4 a tooth
