Lt. Les Palmer said officers were sent to Flores’ home in the 900 block of West 18th Street at 9:28 p.m. after Flores failed to negotiate his driveway and ended up in his neighbor’s yard.
Palmer said when officers arrived, they detected the smell of alcohol on Flores, who was visibly intoxicated.
Flores, D-2nd Ward, failed a field sobriety test, but he refused to take a breath test, Palmer said. Palmer added that Flores had a “strong alcohol smell” but was cooperative.
“There was no doubt in my mind that he was intoxicated,” he said, adding that Flores admitted to drinking Great Lakes Christmas Ale that night.
Flores’ license was under a non-compliance suspension for failing to pay insurance, police said.
It was the second time Lorain police have charged Flores with driving under the influence.
In May 2008, Flores was stopped by police while driving drunk when he tried to pick up a prostitute who was part of a police sting.
Flores pleaded no contest to those charges, and he was convicted of solicitation and failure to maintain physical control, a charge reduced from DUI.
Flores lost his Council seat in 2009 but regained it in 2011, a year in which he also was charged with a firearms violation for failing to notify police that he was carrying a concealed weapon.
Flores pleaded no contest to that charge and was fined $100.
Police said Flores was booked into Lorain City Jail on Wednesday night, and bond was expected to be set.
