Police: Man threatened to shoot couple who asked him not to urinate in public

ELYRIA — An Elyria man was arrested after he reportedly threatened to shoot a couple who asked him not to urinate in public or expose himself.

According to a police report, Robert D. Blackmon, 51, was arrested just before 3 p.m. Monday after officers were called to the 300 block of Washington Avenue. He is charged with aggravated menacing, disorderly conduct and open container.

Perlina Shaffer told officers that Blackmon threatened to shoot her and her boyfriend, Michael Minnich, and she feared he would follow through on those threats. Shaffer said that altercations with Blackmon have been going on “for weeks” and that he always tells her he has a gun at his home.

When police arrived, Blackmon had left already, but Shaffer said she believed he had just gone to a local store.

Police found Blackmon walking on Washington Avenue with a can of beer in his hand, the report said.

According to the report, Blackmon appeared agitated and began to scream “This is (expletive) up. This is (expletive) up. You are going to take me to jail.” Officers noticed a crowd beginning to form due to his outbursts.

He continued to scream “This is (expletive) up. This is going to come back on everyone.”

Blackmon was taken to the Lorain County Jail.
