At 6:38 p.m. Tuesday, police were sent to the 800 block of G Street for a large fight with a man who allegedly had a gun.
Officers arrived to find Richard Moore in the street yelling. He told police Shawn Francis, a Nord Center patient, was off his medication and everyone was trying to calm him down.
Francis was hiding behind a storage unit, according to a police report. He was secured by officers because of his possible violent nature and mental capacity.
Officers spoke with Edward Moore, Richard’s brother, who police said was yelling profanities. Police said when Edward Moore was asked about the weapon, he became enraged and yelled at the officer.
Edward Moore, 54, was arrested and charged with obstructing official business and resisting arrest.
A woman, 54-year-old Marva Harris, was also arrested after police said she jumped on an officer during Edward Moore’s arrest. Police said Harris tried to grab an officer’s firearm during her arrest.
She was charged with resisting arrest and aggravated robbery.
Francis, who told police Edward Moore is his stepfather, said the fight between him and his family started after an argument over public assistance. He told police Edward Moore had pulled a gun on him. He also told police he wasn’t taking his medication, and he was taken to Mercy Regional Medical Center for a psychiatric evaluation.
Police later received a call from a witness, who told police she saw Edward Moore point a large handgun at Francis. She said Moore passed the gun off to another person, who hid it in the house before officers arrived, according to a police report.
