A Lorain PCP dealer was sentenced last week to 17½ years in federal prison after pleading guilty earlier this year to federal drug and weapons charges.
John Henry Allen, 48, was arrested Nov. 5, 2012, by Westlake police on Interstate 90 during a traffic stop that was the culmination of a long-running investigation that led to the seizure of PCP valued at around $1.2 million.
When Allen was pulled over, police found a gallon-sized tea jug full of liquid PCP in the backseat of his 2008 Cadillac Escalade.
Allen had fallen under the scrutiny of the Lorain County Drug Task Force in late 2009, when he was suspected of running an operation bringing Mexican cocaine to the greater Cleveland area through the mail and via couriers. That investigation, which included federal authorities, led to the police seizing roughly $1 million in cash.
But at some point, Allen shifted from running cocaine to trafficking in PCP, a powerful hallucinogen, according to investigators.
Court documents filed in the case said that an FBI informant purchased drugs that were traced back to Allen in July 2012. The drug dealer who sold the informant the drugs claimed that Allen was running his operation out of a storage shed and was purchasing up to seven gallons of PCP each week.
Investigators attached a GPS tracking device to Allen’s SUV last September, and that led them to the Vermilion Midway Mini Storage on Liberty Avenue, where they used a hidden camera to watch the unit Allen’s girlfriend had rented.
After Allen was stopped last November, he admitted that he was transporting PCP and told police there were two more jugs of the drug in a 2010 Porsche Panamera in the storage unit. Investigators also found a loaded .38-caliber revolver in the Porsche’s trunk.
Allen, who has an extensive criminal history which includes an involuntary manslaughter conviction for his role in the 1994 shooting death of Edwin Johnson in Cleveland, will be supervised for five years after his release from prison, according to court records.
